Following the successful ramp up of Nigeria’s landmark Dangote Petroleum Refinery now the largest single train refinery in the world and a key driver behind Nigeria’s emergence as a net exporter of refined petroleum products. Africa’s richest man, Aliko Dangote, is setting his sights on East Africa.

According to recent reports, Dangote is leaning strongly toward Kenya, specifically the coastal city of Mombasa, as the preferred location for a new $15 billion to $17 billion mega-refinery project.

A Game-Changing Project for East Africa

The proposed facility would mirror the scale and ambition of the Nigerian refinery, with a massive capacity of 650,000 barrels per day. If realized, it would represent one of the largest industrial investments in East African history and significantly reduce the region’s heavy dependence on imported refined petroleum products.

Dangote shared his preference in an interview with the Financial Times, highlighting Mombasa’s strategic advantages:

“I’m leaning more towards Mombasa because Mombasa has a much larger, deeper port.”

He also pointed to Kenya’s larger economy and higher fuel consumption compared to other regional options.

From Tanzania to Kenya

The announcement marks a shift from earlier discussions. In April 2026, Kenyan President William Ruto and other East African leaders engaged with Dangote on a potential regional refinery project, with Tanzania’s Tanga port initially under consideration. However, technical and logistical assessments have favored Kenya due to superior port infrastructure, better market access, and stronger regional fuel demand.

Potential Impact

A refinery of this magnitude in Mombasa could:

  • Transform Kenya into a major regional hub for refined petroleum products.

  • Create thousands of direct and indirect jobs during construction and operation.

  • Enhance energy security across East Africa by cutting reliance on distant imports.

  • Stimulate downstream industries, including petrochemicals and manufacturing.

Dangote has emphasized that the project would require strong government support, particularly anti-dumping measures to protect the new refinery from cheap imported fuels.
