Mao Pledges Inclusive Leadership, Promises “Caucus of the Whole House” if Elected Speaker

Presidential candidate and Democratic Party leader Nobert Mao has pledged to promote inclusivity and dialogue in the 12th Parliament, promising to establish a “caucus of the whole House” that would unite all Members of Parliament beyond party lines.

Speaking about his vision for parliamentary leadership, Mao said that under his stewardship, the House would serve as a true forum for problem-solving and national unity. “When I am elected to lead the House, I will ensure that we have something called the caucus of the whole House. There are some problems which have no party lines. The caucus of the whole House will enable us to tackle problems together as representatives of the people,” he remarked.

Mao emphasized that the role of Parliament should be centered on democratic debate and collective solutions, not divisive politics. “We need to strengthen our democracy. It is the role of Parliament to solve problems. And it really doesn’t matter who comes with the best solution. If it serves Uganda best, that is what we should pay attention to,” he added.

He further underscored the need to give every Member of Parliament regardless of political affiliation the opportunity to actively contribute to national discourse. “We must give all these Members of Parliament their due air time to talk. We should organise them so that we have real debate,” Mao said.

His proposal for a “caucus of the whole House” seeks to restore collegiality, transparency, and unity within Parliament, ensuring that legislators work together on issues of national importance rather than along partisan divides.
