The Minister of State for Housing, Persis Namuganza, has reaffirmed her commitment to contest for the position of Speaker of the 12th Parliament, saying her decision is driven by the need to restore integrity and order in the legislative institution.
Namuganza, who was the first to declare her candidacy for the speakership, said her campaign is anchored on cleaning up the image of Parliament, which she claims was tainted by corruption and mismanagement under the leadership of the 11th Parliament.
She strongly criticized the conduct of the previous parliamentary leadership and the internal workings of the institution’s technical staff. “The 11th Parliament has been self-centred, there has been missing money, looting money and disorganising Parliament, because Parliament has been disorganised right from the technical wing. You find people, they are 12 in any number, in one room, you don't know who is the boss. Here, the parliamentary leadership is the one that has been bringing technical people, whether somebody is qualified or not qualified. They give them positions in a manner which is not guided as far as our public service is concerned. Someone must know which position is he holding here in Parliament and their salaries must be determined by the well-streamed government system, not an individual,” Namuganza said.
She added that her goal is to ensure transparency and adherence to proper hiring and administrative procedures, as stipulated in public service regulations. Namuganza argued that returning integrity and professionalism to the institution would not only uplift the image of Parliament but also rebuild public trust.
Her renewed declaration cements her place among the contenders for the speakership and signals a campaign focused on accountability, order, and ethical leadership within the 12th Parliament.
