Namuganza Vows to Promote Transparency and Fairness if Elected Speaker

Minister of State for Housing Persis Namuganza has promised a new era of transparency, openness, and accountability in Parliament should she be elected Speaker of the 12th Parliament. She said her leadership would empower Members of Parliament to perform their oversight duties effectively and restore respect to the institution.

Namuganza criticized the outgoing parliamentary leadership for what she described as a lack of openness and fairness in budgeting and decision-making. She pledged to ensure that committees have full control over their budgets and that MPs are treated with dignity and equality.

“I want MPs to carry out their oversight role when they transparently know their budgets. I am not going to sit on the budgets of the committees as a Speaker like it has been with the outgoing leadership of Parliament. I don't want MPs to live miserably, like I have witnessed this 11th Parliament, finding them in the corridors complaining to themselves, having even no one to appeal to. No, I want to be a Speaker of the country. I want to articulate national issues, not personal. I will not bring personal wars here to the floor of Parliament like it has been in this 11th Parliament. I am not going to shut up any member who has an issue,” added Namuganza.

She emphasized that her approach would focus on inclusivity and national interest rather than personal or partisan battles, underscoring her desire to lead a transparent, issue-driven, and united Parliament.

Namuganza’s remarks come as the race for the Speaker’s position gains momentum, with several candidates outlining their visions for improving legislative independence and accountability.
